When the history of Kwara State in the 21st century is written, the year 2019 will be recorded as a defining turning point — the year the people chose a new direction and reset the rules of governance.
Under the leadership of His Excellency, Governor AbdulRahman AbdulRazaq, CON, Kwara has experienced a generational shift in leadership. Upon assuming office in 2019, the Governor made a solemn promise to the people of Kwara: to build a state that works for everyone, anchored on transparency, inclusion, and competence. Seven years later, that promise has translated into visible, measurable results — with young people at the very heart of the transformation.
The AbdulRazaq administration has distinguished itself by deliberately mainstreaming youths and women into governance. For the first time in the history of the state, young professionals occupy strategic positions in the State Executive Council, driving policy and development across key sectors. This administration has proven that entrusting young people with leadership is not a risk, but a reward.
This is clear evidence that youth inclusion is not a slogan, but a deliberate strategy for sustainable development. Today, Kwara stands as a case study in how to merge energy, competence, and accountability to deliver better outcomes.
Kwara is no longer defined solely by politics. It is now recognized nationally as a model for youth inclusion, digital innovation, infrastructure renewal, and accountable governance.
1. YOUTH INCLUSION: FROM PROMISE TO POLICY
Given Kwara’s demographic reality — a state with a predominantly youthful population — the AbdulRazaq administration made its position clear from the outset: youths will not be on the sidelines. They will lead.
In a historic move, the Governor assembled one of the youngest and most gender-balanced cabinets in Nigeria, appointing competent and professional youths to lead. Today, these young leaders are at the helm in ministries including Business, Innovation and Technology, Finance, Health, Education, Works, Justice, Communications, Agriculture, and Youth Development.
Beyond representation, the results speak for themselves. These young leaders have translated ideas into impact. The youth-driven approach has yielded significant achievements in job creation and economic diversification, including:
i. Kwara Innovation Hub – Training thousands of youths in coding, design, data analysis, and other digital skills
ii. Visual Arts Centre & Film Factory – Providing a global platform for young creatives in music, film, and content creation
iii. Garment Factory – Creating jobs and export opportunities for young tailors and fashion entrepreneurs
iv. Social Skills and Development Programmes – Equipping youths with vocational skills in welding, carpentry, and other trades
v. Civil Service Hospital – Nearing completion with modern medical facilities and equipment
vi. International Conference Centre [ICC] – Nearing completion to position Kwara as a hub for business and tourism
The message in Kwara today is clear and simple: if you are young and you have an idea, the government will support you.
Critics doubted this model. Seven years on, Kwara stands as proof that it works. The results are undeniable.
2. INFRASTRUCTURE AND ECONOMIC GROWTH
The administration has embarked on massive infrastructure renewal across the state to drive economic growth and improve the quality of life:
i. Roads: Reconstruction and rehabilitation of urban and rural roads across all 16 Local Government Areas
ii. Health: Upgrading of General Hospitals and Primary Health Centres, alongside the recruitment of health workers across the 16 LGAs
iii. Education: Renovation of schools, introduction of digital learning initiatives, and payment of WAEC/NECO fees for students
iv. Water: Rehabilitation of waterworks to improve access to clean water across all 16 LGAs
On the economic front, Kwara has attracted significant investments in agro-processing, ICT, and manufacturing. The revival of Shonga Farms and the establishment of the Kwara Agro Processing Zone are creating jobs and opportunities for farmers and entrepreneurs.
3. SOCIAL WELFARE AND HUMAN CAPITAL DEVELOPMENT*
Through the Kwara State Social Investment Programme (KWASSIP), the government has provided cash grants, micro-credit, and support to vulnerable families, with youths and women as the primary beneficiaries.
In education and health, the state has consistently paid counterpart funding to access UBEC and BHCPF grants. This has ensured that more children remain in school and more families have access to quality healthcare.
Governor AbdulRazaq’s approach has demonstrated three critical truths:
1. Youths can lead effectively when given the opportunity
2. Governance can be transparent and accountable with the right professionals in charge
3. Development must be inclusive, touching infrastructure, people, and institutions
